The story begins with the superheroes from the multiverse entering the central universe. Among all the superheroes, Doctor Strange was the first to arrive, and they also made up the largest group.

There's competition among different superheroes, and nobody wants to be the one who drags the team down. If the other superheroes and their counterparts perform well, even with great teamwork, wouldn't Doctor Strange's team be incredibly embarrassed?
So Strange didn't participate in the election at all; he spent the whole time trying to mediate and stop their pointless arguments, but it was all in vain.
