"Let me get straight to the point. I know why you came—you were drawn to the World Tree's natural energy. I'll let you stay here, but only if you agree to a few conditions."

"What conditions?" Groudon rumbled, its deep voice echoing in Naoki's mind.

"First," Naoki explained, "you can't harm any Pokémon living on the World Tree. Second, you can't fight Kyogre here. Kyogre has already agreed not to provoke you. If you leave it alone, it will leave you alone."

Naoki's gaze hardened slightly. "If you break these rules, Rayquaza and Mewtwo will banish you from the World Tree."

Naoki knew Groudon's inability to fly worked in their favor. If Groudon broke the rules, it could simply be teleported away and wouldn't be able to return on its own.

Groudon fell silent, processing Naoki's words. It wasn't pleased with the idea of conditions, but it saw the value in the World Tree's energy. By staying here and absorbing that energy, Groudon could grow stronger—strong enough that Kyogre would never dare challenge it again.
